After a designer has the right tools, the next requirement is to gather sounds to make into cues.  Specific cues, like lines read off-stage, can be recorded, and the director might suggest music selections for "framing effects", pre-show, intermission, post-show or  during the play. A designer may have to find other sound effects independently.

Of course, there are CDs everywhere with generic sounds useable in any show, and those are available at most music stores.  There are also full sound libraries available from professional studios, like the BBC and various Hollywood studios.

Though CDs are very good quality, they also tend to be expensive libraries, and most designers don't have a whole lot of money to spend.  That's why the web can be such a useful tool in finding the right kind of sound.
